Several committees were set up by the Government of India to suggest ways and means of solving the unemployment problem. The Bhagavathi Committee which gave its report in 1973 suggested that schemes like rural electrification, rural housing, road building and minor irrigation projects might be taken up to offer employment to many people. It was also suggest that engineering students and technicians could be given opportunities for employment in rural areas through the establishment of agro service centres. Others suggested un employment ensurance as means of solving the problem. m A re-orientation of employment policy was suggested by some other people. One other suggestion was that more investment could be made for the production of consumer goods than for heavy industries. Small industrial complexes in urban areas, could be established. Techniques adopted should be job-oriented. Attempts can be made to raise the level of income and employment in rural areas. More important than these are the orientation of educational policy. Education imparted to young people should have as its objective the need to make the people stand on their own legs. The disappointment and frustration that have taken hold of young minds should be removed by giving them an education that would fit them into the right place in the society of which they would be important members.
