Who are the subjects of a country
It is on record that one set of people are ruling a country and the other set of people are subjects or public of that country. In the ruling set we can include all rajas, maharajas, all monarchs and then we had been under the imperialists. Then a new process stated and with this process we established democracies in the world and through the constitutions so framed, we had been declaring that from the date of adoption of these constitutions, some changes had been introduced and with these change the rulers were declared as public servants and the people, the public or the subjects of those countries had been designated as masters of those countries where they could establish democracy. But all these changes had been just on paper and we have seen that the people who occupied the seats of power are working like rulers and the people who elected them or appointed them are still slaves, are still public or subjects and they were never allowed to occupy the seat of master.
The people who are elected or who are appointed are paid out of public exchequer and they also collect some money which could be more than the wages they are getting from the public exchequer. We have seen that the present sets of rulers are working in connivance with the rich and powerful and therefore, these rich and powerful people never become public or subjects of that country. They rule through the elected people and all directions are issued by these rich and powerful people of the country because without their help the people in the field cannot be elected or selected. Therefore, the people on government chairs cannot leave this class of rich and powerful people and if we say or admit, we must declare that all these elected or selected people are the executives of the rich and the powerful people and they all become the ruling set and all others who are poor are subjects or public. the people elected or appointed are working in connivance with the rich and the powerful and that is the reason in the democracies in the world rich are becoming more rich and more powerful and it must be accepted that in spite of all the promises made, the poor were not allowed to grow rich or prosperous. they are still poor, they are still illiterate, they are still living in unsuitable accommodations, they are still beggars, they are still wearing rags and if they are ill, they are not in a position to get a proper treatment.
The constitutions are even today paper transactions and they are not operating like those conditions which are written in these august documents. The people are not allowed to grow because they are not allowed to increase their income and if they get a small increase in income, that increase is consumed by rising prices and by rising needs which are coming forward because of advancements in the fields of science and technology. We know that there were times when we were asking the governments to provide three items like house, clothes and food, but these are old concepts and now the man has to purchase water, air, accommodation, radio, TV sets, coolers, air conditioners or the like and now he needs a telephone, mobile, motor cycle, car or the like and the demands are increasing. His children must go to school, then to college and then they must get proper training and after training proper adjustment in life from where he could bring proper wages with which he should be in a position to run his family administration. He needs proper treatment when he is ill and he needs security in old age and in those days when he is ill and is not working. And because of these increasing demands, the man is turning more and more poor and in all the democracies, the rich and the powerful people in connivance with the state are not allowing the poor people to rise and that is the reason, in spite of all the assurances given to them the poor are still poor and their problems which were available to them in time of rajas, maharajas, monarchs and the imperialists are still present with them in these democracies which are not actually representatives of the common people but are the executive committees of the rich and powerful people.
Therefore, we shall have to accept that the rulers never allow equal status to the common people, the subjects of the country and they are kept always at the second position. therefore, even in democracies the people should never expect that the rulers shall turn public servants and the people shall become masters of that country.
