Let us define a beggar
The man who is standing at our door and is praying for charity is not the only person who could be defined as a beggar, but there are others who are having respectable places in the society are also beggars and therefore, time has come when we should expand the definition of a beggar.
The man who is not earning his own livelihood and is living on earnings of others or the man who is not earning but is spending from the exchequer collected by his forefathers could also be included in the list of beggars. the people who take bribe, the people who indulge in scams, scandals, muddles, taking commissions and dalali are also beggars. The people who do not work and are opening and administering deras, matths and asharams are also beggars because they are living on charity and not on their own earning. The people who do not work and are thieves, dacoits or are snatching money from others are also beggars because they are not earning money. Therefore, when we are writing definition of a beggar, we shall have to include in the list all those who do not work and are living on money earned by others are beggars. The children who are unable to earn and sick, old and handicapped who are not in a position to work and earn are also except from being brought to the list of beggars. But all those who are able to earn their livelihood, but do not work and are dependant upon others or are living on the savings of their forefathers, all are beggars.
We must be sorry to note that the people who come under the definition of beggars are prospering and the people who are toiling and even then are not in a position to earn sufficient funds for running the administration of their families . There is something wrong with the administration and if the state is actually a democracy, the people on chairs must realize that they have done something wrong and they must correct. But they cannot because most of them are also indulging in scams and scandals and in some of the new democracies, we have noted that most of the people are coming forward in the line of politicians only to collect more and more money through illegal means and that is the reason, in most of the democracies, the people who are in politics are rich or have grown rich and we must accept that the people who are otherwise, called the masters of the country are poor or are being reduced to more poverty.
Money is playing the role and that is the reason everyone is after money and they can adopt any method for collecting more and more money. When people collect money through illegal and antisocial means, we should not call that they have earned money. such money cannot be called earned money. They are beggars of another type who do not beg but who force the people to pay them or they write down public figures in such a manner that a big portion of government funds do not go to the public exchequer, but to their pockets. This is another type of begging. Similarly the people who take bribes are also beggars of a different type.
Only those people shall go ahead who work and earn their livelihood and number of the people on this front is on the lower side and that is the reason the nation is categorized as a poor country. they people who are praying before god and are doing nothing, they too are beggars of their own type, but they are not the people who are earning their own livelihood. Therefore, the people who shall be defining a beggar must include all these categories in the list of beggars and if the states are passing certain law banning beggars, they too shall have to include these categories in the offenders and then the states shall be finding it difficult to have a proper machinery to control begging.
