What do you do about guys like this ?

There's this guy I work with who has a singular problem with lies.
Like just now when I walked in the office, saw a bunch of papers in front of my computer that belong to him and the assortment of documents I use in a state of re-arrangement.
I asked him about it and he says he doesn't know. I know he's lying. No one else would interfere with my stuff like this. He's using the extra space he created for himself for his work and everytime he moves his arm he bounces my chair.
I don't think he's really trying to be objectionable. He just does not want to be responsible for what he's doing. Just trying to get away with the excuse.
We live in a world with a wide variety of people and some of them really do live differently to all others.
It also takes effort to be tolerant. Like now.
